Trout fishing is shifting into high gear in Northern California’s foothill lakes, due to a combination of cooling water temperatures and rainbow trout plants. One of the most productive lakes north of Sacramento is Collins Lake, where boaters and shore anglers are nail- ing good numbers of hefty rainbows.
